The ALSF Strengthens the Capacities of Gambian Officials in Debt Management

Banjul, The Gambia, 18 July 2025

From 14 to 18 July, the African Legal Support Facility (the “ALSF” or the “Facility”), in collaboration with the West African Institute for Financial and Economic Management (WAIFEM), delivered a five (5)-day capacity building workshop in Banjul, The Gambia. The workshop brought together over forty (40) government officials involved in debt management, with the objective of enhancing their legal and financial skills to more effectively manage sovereign debt.

This workshop is the fourth (4th) component of the ALSF’s ongoing assistance to the government of the Republic of The Gambia (“the Government”), which also includes the conduct of the Debt Sustainability Analysis (DSA), the preparation of the 2024-2028 Medium Term Debt Management Strategy (MTDS), The development of the 2025 Annual Borrowing Plan (ABP). This ALSF project supports the Government in meeting its reporting requirements under the International Monetary Fund (IMF) Extended Credit Facility (ECF), as well as its internal debt management obligations.

Through interactive sessions, expert presentations, case studies and negotiation simulations, the participants were given an overview of the debt landscape, with a deep dive on the legal considerations for debt management during loan negotiations and restructurings, as well as a strong understanding of financial aspects and key borrowing instruments.

Mr. Bakary Krubally, Director of Loans and Debt Management within the Gambian Ministry of Finance and Economic Affairs, expressed its gratitude to the ALSF for its unwavering support to the Republic of The Gambia. He emphasized on the importance of collaboration between institutions like the ALSF and African governments, and the need to continuously build national capacities to achieve sustainable development.

The ALSF, represented by Ms. Nicole Kearse, Head of the Sovereign Finance Sector, and Mr. Alain-Stéphane Moulot, Sovereign Finance Capacity Building Officer, commends the commitment of the Gambian authorities during this training and reiterate the Facility’s continued support to the country in the implementation of its sovereign debt reforms.
