Senegal Strengthens Its Capacity in Negotiating and Managing Mining Contracts with ALSF Support

Dakar, Senegal, 30 March 2026 – Approximately thirty Senegalese government officials participated in a training workshop focused on the negotiation and management of mining contracts. This capacity building workshop was organized and delivered by the African Legal Support Facility (ALSF) from 30 March to 03 April 2026, in collaboration with the law firms GENI & KEBE and DLA Piper France LLP, as well as the technical and financial advisory firm GEOMIN.

The training was designed for senior officials within the Senegalese administration, particularly those from the Ministry of Energy, Petroleum and Mines. In his opening remarks, Mr. Mamané Djitté, Chief of Staff to the Minister of Energy, Petroleum and Mines, commended “the support of the African Legal Support Facility in implementing legislative reforms and strengthening public administration capacity in the governance of mining agreements in Senegal.”

This workshop took place in a context where the country has entered a phase of reviewing several of its mining contracts to fully maximize the benefits of its natural resources. The seminar covered the geological, technical, financial, and legal aspects related to the development of a mining project. Experts addressed key topics including: the major phases of a mining project; project feasibility and engineering; construction, development, closure, and rehabilitation phases of mining sites; harmonization of regional regulations with national law; environmental aspects of mining projects; governance and transparency principles in the sector; as well as dispute resolution mechanisms.

The ALSF delegation present on-site, composed of Ms. Mariame-Yolande Bah, Senior Legal Counsel and Regional Coordinator for North and Central Africa, and Dr. Mamadou Ciré Diallo, Capacity Building Officer for the Natural Resources and Extractives Sector, commended the strong engagement of the Senegalese authorities throughout the training and reiterated their readiness to continue supporting the country in the implementation of its mining projects.
