Niamey, May 06, 2025 - The African Solidarity Fund (ASF) has officially handed over its instrument of accession to the Director of the African Legal Support Facility (ALSF), an international organization hosted by the African Development Bank (AfDB) Group, aimed at strengthening the legal capacities of African countries in the management of complex and strategic transactions.
Created in 2008, ALSF supports African states in negotiating complex contracts, particularly in the infrastructure, natural resources and sovereign debt sectors, by providing high-level legal assistance, advisory services, capacity building and knowledge management.
This membership is in line with the vision of making the ASF a strong, innovative and proactive institution at the service of the structural transformation of African economies.
Shared goals for sustainable development
By joining the ALSF on January 8, 2025, the ASF is strengthening its commitment to sustainable socio-economic development on the African continent. This strategic collaboration is based on a convergence of missions: to offer concrete support to member states in structuring high-impact projects, while ensuring a rigorous and balanced legal framework for international investors.
The ASF, already active in the financial support of development projects, will now benefit from the specialized legal expertise of the ALSF, which will facilitate the implementation of complex projects within a secure and optimized framework for States. Together, the two institutions will work to reduce the asymmetry of expertise between African governments and private stakeholders, in fields as strategic as public-private partnerships, mining contracts or public debt management and restructuring.
A lever for the legal empowerment of African states
ALSF membership also paves the way for new regional synergies, promoting the sharing of expertise, the mobilization of alternative resources, and the participation of the ASF in ALSF governance.

About the Fonds de Solidarité (FSA): The Fonds de Solidarité Africain (FSA) is a pan-African financial institution headquartered in Niamey, Niger. It is supported by two resident missions, in Abidjan, Côte d'Ivoire and Port Louis, Mauritius. About ALSF: The African Legal Support Facility is an international organization created by the African Development Bank Group to help African countries better negotiate their complex contracts, particularly in the natural resources, infrastructure and sovereign debt sectors. It offers legal advice, training and assistance in the event of litigation, while working to improve the legal environment in Africa. The ALSF currently has sixty-two (62) members, including twenty-nine (29) African countries (Burkina Faso, Cameroon, Comoros, Congo, Côte d'Ivoire, Djibouti, Egypt, Eritrea, Ethiopia, Gambia, Guinea, Guinea-Bissau, Lesotho, Madagascar, Mali, Mauritius, Morocco, Mozambique, Niger, Rwanda, São Tomé and Principe, Senegal, Sierra Leone, Chad, Togo, Tunisia, Uganda, Zambia, Zimbabwe) and three (3) non-regional members (France, Netherlands and United Kingdom), who have already signed and ratified the Agreement establishing the ALSF.
