The African Legal Support Facility (“ALSF”) successfully concluded a three-day capacity-building workshop aimed at strengthening the capabilities of Senegalese contracting authorities engaged in the preparation and implementation of public-private partnership (PPP) projects.
Held from 24 to 26 June 2025, the workshop focused on the theme: "Legal, Technical, and Financial Structuring of a PPP Project". Participants benefited from expert-led sessions on key legal frameworks, financial modelling, and technical risk allocation critical to the success of complex infrastructure partnerships.
The workshop brought together representatives from various government institutions, including from Senegal’s PPP Unit (UNAPPP – Unité Nationale d'Appui aux Partenariats Public-Privé), which plays a central role in coordinating the country’s PPP agenda.
The event concluded with a dynamic exchange between Gorgui Fall, Director of Cabinet of the Minister of the Economy, Plan and Cooperation, UNAPPP and prominent private sector stakeholders, fostering constructive dialogue and exploring opportunities for enhanced collaboration in the development and delivery of sustainable infrastructure projects in Senegal.
The workshop and stakeholder dialogue form part of a broader initiative, which also includes the development of a standardized PPP toolkit and an upcoming session on financing agreements and security instruments. This program demonstrates the ALSF’s commitment to supporting Senegal in attracting and delivering bankable, sustainable PPP projects aligned with national development priorities.
Opening the workshop, the Representative of Senegal’s Minister of the Economy, Plan and Cooperation, Mr. El Hadji Ibrahima B. MANE expressed his sincere thanks to the ALSF for its constant and valuable support to Senegal over many years which has resulted in numerous capacity-building activities, legal assistance, and support for major projects’.
Representing the ALSF, Mr. Mehdi Oomar reaffirmed the Facility’s commitment to supporting Senegal’s infrastructure ambitions across the energy, finance, natural resources, and PPP sectors. He also extended his sincere thanks to the law firm Asafo & Co. for their legal expertise and active engagement throughout the training.

Established by the African Development Bank in 2008, the ALSF assists African governments in negotiating complex commercial transactions, providing legal and technical assistance and developing capacity building tools in the key sectors of infrastructure and public-private partnerships, energy, natural resources and extractive industries, as well as on sovereign debt and creditor disputes.
