The African Legal Support Facility (“ALSF”) recently concluded a two-day capacity-building workshop for members of Namibia’s Public-Private Partnership (PPP) Committee—the statutory body primarily responsible for providing transactional approval for PPP projects. The workshop, which took place from 31 March to 1 April, focused on the theme: Understanding, Structuring, Negotiating, and Managing PPP Contracts.
Namibia’s PPP Committee comprises a wide range of experts from key institutions, including the Namibia Airports Company, NamPost Financial Brokers, Standard Bank, NamPower, Government Institutions Pension Fund (GIPF), Namibia Wildlife Resorts, the Ministry of Finance, and Social Grants Management. This was the second of two capacity-building workshops aimed at equipping the Committee with the necessary skills to provide effective oversight of PPP projects in the country. The first workshop was held in June 2024.
The training sessions were led by an ALSF team comprising Maude Vallée (Division Manager and Head of Operations), Primah Atugonza (Senior Legal Counsel and PPP & Infrastructure Sector Lead), Yocoli Grace Milca Konan (Legal Counsel), and Andre Kruger from PPP Training Online (Pty) Ltd.
Key thematic areas covered during the workshops included risk allocation in PPP contracts, financing PPP projects, procurement of PPPs and transboundary PPP projects among others. Case studies from key sectors such as rail, housing, and hospitality were explored in depth, alongside international best practices from countries such as South Africa.
Namibia’s PPP Committee plays a crucial role in the implementation of PPP projects nationwide. Through these two workshops, organized as part of ALSF’s support to the country, the Committee has been empowered with the tools and knowledge necessary to effectively structure, negotiate, and manage PPP projects.
