From 14 to 17 September 2026 in Harare, Zimbabwe, approximately twenty-five (25) Zimbabwean government officials participated in a capacity building workshop focused on the oil and gas value chain and negotiating Production Sharing Agreements (“PSAs”).
The training was organized by the African Legal Support Facility (the “ALSF”) in collaboration with Simmons & Simmons LLP, Mushoriwa Moyo, and the commercial and technical advisory firm, the Energy Contract Company.
The training was designed for Government officials from key Zimbabwean institutions involved in the oil and gas value chain, including the Ministry of Finance, Economic Development and Investment Promotion, the Ministry of Energy and Power Development, the Attorney General's Office, the Zimbabwe Energy Regulatory Authority (“ZERA”), and the Mutapa Investment Fund.
The training followed the ALSF’s legal, financial and technical advisory support to the Government during its negotiation with Geo Associates (Private) Ltd, which culminated in the signing of a Petroleum Production Sharing Agreement (“PPSA”) for the Cabora Bassa gas project. The workshop was designed to strengthen participants’ understanding of the oil and gas value chain and enhance their capacity to negotiate, implement, and manage petroleum agreements effectively.
In his closing remarks, Mr. Collis Somoyi, Economist at the Zimbabwean Public Debt Management Office, commended the ALSF for its support and contribution to strengthening public sector’s capacity in the oil and gas sector. He specifically praised “the support of the ALSF during the negotiation phase and its efforts in strengthening public administration capacity in the oil and gas sector”.
The ALSF delegation, comprising Mr. Mohamed Bailor Stevens, Legal Counsel, Mr. César Vamos Ver, Legal Counsel and Dr. Mamadou Ciré Diallo, Natural Resources and Extractives Capacity Building Officer, commended the engagement and active participation of the Zimbabwean authorities throughout the training. The delegation reaffirmed the ALSF’s readiness to continue supporting the Government of the Republic of Zimbabwe in the development of its oil and gas sector.
